The Command reference guide says:
dbname
Specifies the name of the database to be created. The name must be unique and begin with an alphabetic character. The name can have a maximum of 24 alphanumeric characters (the underscore is also allowed).
The iidatabase catalog allows 32 characters and specifying a name longer than 24 is ok as long as its unique in the first 24 characters.
Other than a STAR coordinator database name default being 'ii' plus the local database name I can't think of a good reason for any restriction unless the '/server_class' is getting involved for some reason.

Because someone forgot to use the correct length symbol, maybe?
I know of no reason.
