I'd not heard of it either. You can find it at https://cmder.net.
I was intrigued enough to install it; it is trivial to install. It is
rather cool and clearly extremely versatile. It comes with a set of Unix
tools built-in, which I already had but I'd laboriously installed them
myself. cmder it is a much easier way to get them on Windows.
I've done no more than install it and try to recreate your user's
problem.
All I can say is it worked fine for me. No funny characters. However I
may not have used it exactly as your user does.
