I would definitely log an issue with support on this one. Can you go into more details on the working telnet setup? Is this Putty with the telnet protocol or a different (physical?) terminal (emulator)?

vt100fnl is worth trying with TERM_INGRES as a comparison (along with vt100 for TERM), as well as your original setting.
