[Info-ingres] Duplicate rows in iirelation..

If you got duplicate rows in iirelation, it's a bug, and probably would
have happened regardless.  Anyway, the pre-change DMF code generally
skipped the duplicate-row checks for system catalogs;  the 10.0 change
merely rationalized what was already happening.
