Open-source Ingres is available as source from GitHub:
https://github.com/fosslc/Ingres.

A few years ago I successfully compiled it for Windows using the
procedure sketched out in the wiki. The emphasis is on the word
"sketched"; I had to fill in a few blanks as I remember.

Personally, if I were content to use such an old version and I
couldn't scrounge an executable from someone who archived it while
they could, I'd build it on Linux not Windows. Doing it on Linux is
more straightforward.
