[Info-ingres] Where is the errlog.log on Windows

I had a rant about the same thing a couple of weeks ago on the Actian
forum.

There is a new Ingres symbol called II_LOG which is set to the path
where all the log files (e.g. errlog.log, iircp.log, etc.) are kept.

I believe it is a Windows-specific symbol, which makes it fractionally
more of a nuisance.

I was given an explanation for the change but I don't really understand
it. (Then again I didn't really try either.)
