[Info-ingres] Change default value for column in catalogs

As Bodo noted, you'd have to update the underlying catalog.  In this
case I believe it's a bit in iiattribute, plus making sure that the
defaultId matches something appropriate in iidefaults.  It's not
something you would want to do, unless it were some kind of dire
production situation where recreating the table properly would blow up
the factory or something.
